I checked the Luci manifest and there is only one family that matches the boys story…the Neville Family which included Charles (11) and his sister (14), father & mother and toddler sister (4) only mother survived. also you read up on the ships sinking hypothermia was a major cause of death and people were scrambling on pieces of debris etc so alot of what he said makes alot of sense

Maybe this helps: Normaly, it is the believe, that a soul gets reborn after somewhat 300 years. This period is to observe and learn and when you are fully learned you become in your last life so it is possible that you don't need the 300 years to reïncarnate for the last time. After your last life you will go to "Heaven". Between the other lives you are in the "gateway" to heaven and this is in the whole universe (Heaven itselves is outside the universe according the Bible) and that's why some people see entities. But sometimes our lives gets taken to soon and than it can be that the soul reïncarnates after even a few years, just to make a new start and have a good life cause you can be pretty sure your life won't be taken twice to early and not in the same way. There will be no "repeat" because the "second chance" would have been for nothing. It's up to 'you' to believe this is by the hand of God or the universe itselves or another higher something.
